Test Port

hi i am in need of a script that checks a port on a ip and port and if it can connect do nothing if it fails then do a error on irc can someone help me plz. i guess it would be sometrhing like that check port 80 if ok do nothing else putquick: cannot connect restart the service? thanks in advance.
