I think that the problem is with your mIRC program, can you please try xchat or some other client that support UTF-8 completely. Or ... try to update mIRC to newer version (6.21 i think). That one support utf-8 for sure.

No, this doesn't look good. This is not proper Serbian language. Try to compare it with online wikipedia page on the links above. Proper encoding would be with UTF-8. I don't know how to use that. Maybe the best way to resolve this is to ask autor to update script to works with UTF-8.
