meaning no ip define.
meaning via putty connect to local ip 192.168.2.1 to port (you know what port you have on conf) telnet connection.(require owner on conf)
192.168.*.* is local lan range ip |

If a Windrop then there should be no drama with DCC let alone CTCP. You get your IP Address via 'ipconfig /all' and copy the IP Address value into 'set my-ip'.
