Also i have problem with nick change for nick flood. I my conf it is 30:60 but still when somebody joins channel and changes his nick he gets banned for nick flood

Try setting the chan to +nodesync and see if that helps.

For the nickchange kicks you could just disable the flood setting alltogether.
