from my knowledge i dont think you can execute remote code, but you could pm them a link?

I mean if anybody write /join #room and as soon as he/she joins my room. there should be open an explorer and he/she enters to my website

this can't be done, you can't force a remote computer to do anything (unless it has installed software you can control remotely)

Anyone that would allow another to have remote access to their pc would be insane. Those that are aware actually disable Windows remote access.

Forcing users to join channels on connect (if I am reading you correctly) usually makes them leave in droves. Noone appreciates being forced to do something they do not wish to.
