as i propose:
1.just for a test delete the second host and let the nick*!*@* as host.try to connect.
and De Kus ask you something for the beggining.your answer was:

that is paste from the bot that meaning that the bot recognise the user and send dcc.what about user? did he receive and accepted the dcc?did the dcc windows opened trying to establich connection or not?did the user has enable dcc and not ignore?
and btw we talk about 2 diferent users: you the owner with full of flags

the initial problem as you say is:
When i add someone to my bot he cant join partyline
the add procedure have to be like that:
step 1 .+user handle *!*@host (if not undernet or static ip then try
*!*ident@*.domain) <---this is essential to be without typo.
step 2 .chattr handle +op #channel <---(o=op p=party line)
step 3 .save
step 4 .rehash
step 5 .channel #channel <--with that you can verify if the bot recognise the user or not.(necessary the added user to be on chan)
REMEMBER that:handle IS NOT necessary THE USER`S NICKNAME.
example:
handle:carl
nick:peter
hosts:*!*psy@*.aol.com
on mirc you give /whois peter(nick) on egg you give .whois carl(handle).
if after all the user cannot connect to bot then ask him to dcc chat you.(verify if chat is enable or is blocked via frw).try to dcc chat him and establish a connection with him(double check the connection)

and you connected to bot via /ctcp bot chat and not via telnet so the bot has indeed dcc connection.(for sure )
also let us know if the bot respond to dcc(ctcp bot chat->bot send dcc->dcc accepted by user-> connection establish or not).If the bot send dcc meaning that recognise the user(double check for recognision).if not(but responding to you) meaning that the host is wrong.
if establish connection OK if not then frw or mirc settings problem on user`s client.(more details:on URL that me and De Kus gives you.)
if the problem is not solved pls paste to us all the details and all the procedures that you tried so we can find out the problem.
details:whois nick from mirc/whois handle from the bot for this user/if the user has dcc connection/if the bot send dcc after ctcp bot chat request or not.
