is it possible to make a script to enable a 3 min report to the channel :chanserv gone %date %time if and when any of the services in general of the server go downs? thanks

For Unreal & Bahamut (using Bahamut's 'watch') there is a relatively simple way using RAW:

600 RPL_LOGON
601 RPL_LOGOFF
604 RPL_NOWON
605 RPL_NOWOFF
