Because not everybody is in the bot's userlist and has the +p flag.

A settings you might want to see in the .conf file:

# If you want people allow to telnet in and type 'NEW' to become a new user,

set open-telnets 0

maybe that was the problem.The guy was local owner and his flags were +mn not fhjlmnoptx Very Happy ...whatever
