Is there more than 1 bot linked to "eggdrop"? And would CIA be of a version prior to 1.6.17?

Then your problem is that you've got a mixed eggnet...
You cannot have .17/.18 eggdrops linked with older eggies due to the added support of l-flag (halfops, added in .16 I believe), in combination with a bug in older eggies (older than .17) which makes eggdrop think l-flag is a botflag (leafbot, don't allow this bot to link other bots into the botnet).
When the support for halfops was added, l-flag was forced with o-flag (if you are op, you'll also have halfop-privileges).

The simple solution is to make sure all bots on your botnet either run .13/.15 (and make sure there's no bot with l-flag) or .17/.18 eggies.

The problem is, if you got any newer bots (.17 or .18 ) in your botnet with sharing, they'll add the l-flag again.
