sounds like you need to add the user first
take a look at the +user and adduser commands

same problem and YES i did create users

heres the .match * 999
21:54] <Barbossa> .match * 999

[21:54] <Bigbot> HOSTS: *!Barbossa@libertyirc-160B4BA4, -telnet!*@*
[21:54] <Bigbot> DeadlyRos no 0 - never (nowhere)
[21:54] <Bigbot> Rose yes 0 - never (nowhere)
[21:54] <Bigbot> roman73 yes 0 - never (nowhere)
[21:54] <Bigbot> --- Found 4 matches.

and heres the error
21:56] <Barbossa> .chattr <Rose> +o
[21:56] <Bigbot> No such user!
