How do I check what rooms my bot is in, when isn partyline?

Like for example

Bot is in #room1 #room2 #room3 etc

Oh and also, what users have been added for the console channel, I don't mean ".channel" because that only lists users in the room at the tim, how do I get a list of all the users I have added for that channel even when they are offline

the answers to these questions are quite simple, seems like you are not familiar with .help. To see where your bot is, as well as alot of other useful information, use the .status all command.
To see user records of any sort, use the .match command. You can also see online info to these commands by prefixing the command with .help, as in .help match, or read all about it using egghelp's Eggdrop Command Reference
