Ok, now download your mind into reality and read this carefully with emphasis on the bold word:

i did everything step by step that is written. Downlaoded a new untouched copy of the latest beta AP script. loaded it, did .restart and it tells me "TCL_ERROR: scripts/allprotection4.6b7.tcl: error: extra characters after close-quote". I didnt even open the script file so its not me messing around with the file and im sure its not the script as other have it working. so im at a loss as to what to do... Sad.

I'm assuming you're downloading the file onto a Windows box and then uploading to the shell and I have no idea if that really means anything either BUT I suggest the following ...

cd into your bot scripts directory and do the following (firstly deleting the existing copy of allprotection4.6b7.tcl):

rm allprotection4.6b7.tcl
wget http://channels.dal.net/awyeah/scripts/allprotection4.6b7.tcl

As usual, .restart your eggdrop from the Command Console.
