im looking for a script that has blacklist
add, del, list commands
and when a blacklist host/ip join the network (not channel)
akilled!

i found many tcl scripts that akill blacklist hosts when they JOIN channels
im looking for connect.... |

Well, if the irc server doesn't tell your eggdrop about connecting clients, there is no way for your eggie to act upon it.
When a client joins a channel, any and all members of that channel is usually informed of the joining client, hence the eggdrop has something to react upon.
