I am designing new Radio with 10 Stations ONline on Web as well as the IRC Channel
I will design the Software i Need a TCL programmer to make it ??

See this thread and notice it's fate, it died. Nobody is going to jump at the opportunity to make US$10 for 8 hours scripting work (i'm sure any monetary offer you could come up with merely tokenizes the work involved in scripts of this sort)....

Have a look at this thread instead (it already exists, you don't have to bribe people to do your bidding!) and perhaps you can figure this out for yourself (this is simple stuff)...
