I'm trying to install eggdrop on a Ubuntu 7.10 box and I'm getting the following error message when I try to compile: Any thoughts.

It would seem your system is missing glibc / glibc-devel. Packagename might vary on different systems, think ubuntu calls it glibc-dev, Use apt-get or your favourite packet manager to install it.
