I have two bots on my channel. One as an Op for the channel and the other for games.

How can I set it so Bot_A will never kick Bot_B ?

Is there a way to make a permanent exemption so none of the bot's kicks will apply to the game bot?

I have the second bot on the first ones user list. It has the flags +f +v +g and +P

Yeah it will still get kicked, and +gv does not give it auto voice either.

Does the second bot have to be recognized by the first bot? And if so, how do I do this?

"Does the second bot have to be recognized by the first bot?"
Yes

"And if so, how do I do this?"
Add appropriate hostmasks. Use .+host in dcc chat for this. Use .channel #thechannel to see whether the main bot recognizes the second or not.
