Script to add Commands with Answer for add users.

Hello,
i need a script that add Commands with Answer for users without Script know how.

here is a example:

!addcomand !info This is the info

After this the bot Say when a user uses !info the line: this is the info...

I think this script gives in the TCL Archive but i dont know the name.
