I'm very new in eggdrop.could someone teach me how/what is the command to upload the TCL into the engdrop.

That has nothing to do with eggdrop bot.
Try WinSCP if you're windows user,if you are linux user type sftp host port,and then put /path/where/that/file/is /path/where/you/want/to/put/file/on/shell
