on the right side of the page, it says that the n flag is needed.
That is the owner flag.
If you want to change that flag for that command, I think you would have to do it by changing the dcc:+chan bind, but I'd have to experiment to be sure.
And before you do something like that, give it careful thought, to be sure that you really want to do it.
