I am looking for a tcl that connects between a site and a irc-chan. I want a shoutchat.

I don't think I fully understand what you are looking for. If you're looking for an easy way to put IRC chat integration on your website, you could take a look at ShoutChat or KiwiIRC. I hope this helps!
